# Owning a Car Once You Live in Crete: the Online Transfer, Road Tax, Insurance Checks and KTEO in 2026

> Once you live in Crete, the car is checked by database rather than by a passing patrol. How a used car changes hands online since April 2026, how the 31 December road tax is worked out, what the 2025 cross-checks do to an uninsured car, when the KTEO test falls, and what fuel and an older car really cost.

A car in Crete is cheap to keep legal and expensive to keep illegal. Once you live here, road tax, compulsory insurance and the KTEO roadworthiness test are checked by computer rather than by a patrol on the coast road: since late 2025 the state matches its registers against each other and posts the fine to your phone. The paperwork has got easier; the cost that hurts is fuel. Rules and figures as they stood in October 2026, checked against law 5177/2025, the transport ministry's procedure register, the 2025 decision on vehicle cross-checks and the Greek fuel price observatory.

I am not a lawyer, an insurance broker or a mechanic, and this is not legal advice. It shows how the system is built; your own car, your own policy and your own tax position decide the details.

**Owning a car in Crete in one minute.** A used private car changes owner on the state's online platform, and paper applications stopped on **27 April 2026**; the fees are **€75** plus **€30 to €205** by engine size. Road tax is paid every year by **31 December** for the year ahead: by engine size for cars first registered before November 2010 (**€22 to €1,380**), by CO2 after that, the band rate applied to the whole figure, so **130 g/km costs €156** on the 2010–2020 scale and cars up to **122 g/km** on the 2021 scale pay nothing. Paying late adds **25%, 50% or 100%**. Third-party insurance is compulsory for every car on the road, and an uninsured car is now found by database: **€500**, doubled on a repeat, plates removed if it stays uninsured. The KTEO test falls **four years** after first registration and **every two years** after that. Unleaded cost about **€2.21–2.23 a litre** in the four Cretan prefectures on 15 October 2026.

## Buying new or used, and the online transfer

A new car bought from a Greek dealer usually arrives registered and plated, with the dealer handling first registration. A car brought from abroad is a different process with its own taxes, covered in [bringing your car to Greece](https://honestcrete.com/buying/bringing-your-car-to-greece/); this article starts once the car is on Greek plates.

For a used car, the change of ownership has been digital since 27 April 2026: the transfer goes through the electronic platform, directly or through a KEP citizen service centre, and paper files are only for cases where the automatic checks fail. The transport ministry's [procedure register](https://mitos.gov.gr/index.php/ΔΔ:Μεταβίβαση_άδειας_κυκλοφορίας_ενάριθμου_επιβατηγού_αυτοκινήτου_ή_μοτοσικλέτας,_ιδιωτικής_χρήσης) sets the conditions: two private individuals, 100% of the ownership, a car in circulation with no unpaid road tax, and a valid KTEO certificate, or a car under four years old. The fees are a €75 licence fee and a transfer fee from €30 (up to 400 cc) to €205 (2,501 cc and above), paid before the transfer issues.

Both sides need a Greek tax number and online access, the first job in [the AFM and bank account guide](https://honestcrete.com/buying/tax-number-and-bank-account-greece/). The conditions also protect a buyer: a car with unpaid road tax or an expired test cannot go through the online route, so a seller who suggests doing it some other way is telling you something.

## Road tax: the 31 December bill

Greek road tax is annual and paid in advance. For 2027 the notices were expected on AADE's myCAR platform in mid-November 2026, with a deadline of 31 December 2026 and an RF code and QR code for e-banking. Late payment costs 25% in January, 50% in February and 100% after that, with a minimum of €30, under law 5113/2024. The deadline sits alongside the others in [the home owner's year](https://honestcrete.com/buying/crete-home-owners-yearly-calendar/).

The amount depends on when the car was first registered. Before 1 November 2010 it is set by engine size, with three tables by age: €135 for 1,072–1,357 cc, €280 for a 1,549–1,738 cc car from 2006 onwards, €690 for a 1,929–2,357 cc car of the same years. After that it is set by CO2: find the band, then multiply the whole emissions figure by its rate. A 2015 car at 130 g/km pays 130 × €1.20 = €156; one at 180 g/km pays 180 × €2.45 = €441. Cars registered from 2021 sit on a WLTP scale that pays nothing up to 122 g/km.

A car you will not drive can be formally taken out of circulation through myCAR, which ends the road tax for that period, and put back on the road there later, paying by the month where the rules allow.

## Insurance, and the database that finds you

Third-party insurance is compulsory for every car in circulation, parked or driven. What changed in 2025 is enforcement. Joint ministerial decision 175625 ΕΞ 2025 set up a system that pulls data from AADE, the transport and citizen-protection ministries and the motor insurers' guarantee fund, and matches them. An uninsured car is fined €500, a motorcycle €250, a bus or truck €1,000, and the same vehicle caught again within three years pays double.

Notices arrive by e-mail, SMS or the gov.gr wallet, so keep the contact details the state holds for you current. You have 10 working days to object; if the problem has been fixed by the time the objection is read, it is accepted. A re-check follows within three months, and a car still uninsured then loses its plates and registration to the police.

## KTEO: four years, then every two

A private car takes its first KTEO test four years after first registration and then every two years, in a window from three weeks before to one week after the due date. Late tests carry a surcharge of €16, €33 or €65 depending on the delay. Driving without a valid certificate costs €400 if the traffic police find it, and the electronic cross-checks were due to add missing tests from 2026, at €400.

For older cars, nothing changes yet: the European Parliament rejected the Commission's proposed annual test for cars over ten years old on 21 May 2026, and the Council's position also keeps the two-year cycle.

## Fuel, and what an older car costs

Fuel is the line that moves. On 15 October 2026 the [Fuel Prices Observatory](https://www.fuelprices.gr/) recorded unleaded 95 at €2.234 a litre in Heraklion, €2.211 in Chania, €2.231 in Rethymno and €2.229 in Lasithi, against a national average of €2.202; diesel ran from €2.119 to €2.189. Crete pays a few cents more than Athens; put the car on the list of [running costs of a home](https://honestcrete.com/buying/running-costs-of-a-home-in-crete/).

An older car costs more in tax, not less. A pre-2010 car between 1,929 and 2,357 cc pays €615 to €690 a year against well under €200 for most modern small cars. If you become a Greek tax resident, a car also counts in the deemed-income presumptions in [the tekmiria article](https://honestcrete.com/buying/deemed-income-tekmiria-second-home-greece/). Licences have their own clock: the UK government [advises](https://www.gov.uk/guidance/living-in-greece) exchanging a UK licence once you have lived in Greece for six months, while EU and EEA licences need no exchange; what visitors need is in [the licence and car-hire guide](https://honestcrete.com/guides/driving-licences-and-hiring-a-car-in-crete/).

## The honest downside

Enforcement by database means a wrong entry in a register becomes your problem: a car you sold but which still shows on your tax number, a phone number nobody updated, a co-owner who let the policy lapse. The CO2 bands are cliffs, not slopes: on the 2010–2020 scale a car at 140 g/km pays €168 and one at 141 g/km pays about €261, because the whole figure moves to the higher rate. The online transfer works only when every register agrees. And fuel here costs more than the national average, on an island where the bus does not reach many of the villages people buy in.

*Disclosure:* Disclosure: Honest Crete does not sell or list property. Enquiries sent from this section go to a licensed estate agent, not to us; the full statement is below. Nothing in this article names a dealer, an insurer, a garage or any other business, and it never will.

**The verdict.** **Worth it if** you are settling in Crete and want the car on Greek plates, insured, taxed and tested from the first month, with the deadlines in your calendar rather than in a fine. **Skip it if** you are here for a few weeks a year: seasonal hire costs less than a car that has to be insured, taxed and tested whether or not you are on the island.

## Quick answers

**How do I transfer a used car in Greece in 2026?**

Since 27 April 2026 the change of ownership of a used private car or motorcycle goes through the state's electronic platform, either directly or through a KEP citizen service centre, and paper applications are no longer accepted. Both parties need a Greek tax number and online access, the car must have its road tax paid and a valid KTEO certificate (or be under four years old), and the fees are a €75 licence fee plus a transfer fee of €30 to €205 depending on engine size.

**When is Greek road tax for 2027 due?**

Road tax for 2027 is payable by 31 December 2026. The notices were expected on AADE's myCAR platform in mid-November 2026 and can be paid by e-banking with the RF code or the QR code on the notice. Paying in January 2027 adds 25%, in February 50%, and later 100%, with a minimum surcharge of €30.

**How is road tax calculated on a car registered in Greece after 2010?**

For cars first registered from 1 November 2010, Greek road tax is the car's CO2 figure in grams per kilometre multiplied by the rate of the band it falls in, applied to the whole figure. On the 2010–2020 scale a car emitting 130 g/km pays €156 a year; on the WLTP scale for cars registered from 2021, anything up to 122 g/km pays nothing. Older cars are taxed by engine size instead, from €22 to €1,380.

**What happens if my car in Crete is uninsured?**

Greece has cross-checked its vehicle, tax and insurance registers electronically since late 2025, under joint ministerial decision 175625 ΕΞ 2025. An uninsured car found that way is fined €500, a motorcycle €250, and the fine doubles for a repeat within three years. Notices arrive by e-mail, SMS or the gov.gr wallet; if a re-check within three months still finds no insurance, the police remove the plates and registration.

**How often does a car need a KTEO test in Greece?**

A private car in Greece takes its first KTEO roadworthiness test four years after first registration and then every two years. A test taken late carries a surcharge of €16, €33 or €65 depending on the delay, and driving without a valid certificate is fined €400 when the traffic police find it. In May 2026 the European Parliament rejected a proposal for annual tests on cars over ten years old.

**Do I need a Greek driving licence once I live in Crete?**

An EU or EEA licence stays valid in Greece without exchange. The UK government advises that a UK licence holder resident in Greece for six months or more should exchange it for a Greek licence, because a UK licence cannot be renewed or replaced while living in Greece. Holders of other licences should ask the Region of Crete's transport directorate before their residence starts.
