Exchanging Your Driving Licence in Crete: What EU, UK, US and Other Licence Holders Have to Do Once They Live Here

A visitor's licence question is about the hire desk; a resident's is about the state. Which foreign licences Greece swaps for a Greek one without a test, which never need swapping, which can only be replaced by sitting the Greek test, and how the application works at the Region of Crete's transport offices — with the documents, the medical certificates and the fees as published in October 2026.

Honest Crete doesn't sell property. Enquiries from this section go to a licensed estate agent, not to us. Full disclosure.

For a visitor the licence question is the hire desk’s; for a resident it is the state’s, and it arrives at the worst possible moment — when the licence expires and the country that issued it will not renew it for someone living in Crete. The answer depends on which country printed the card: an EU licence usually needs no swap, a UK, American, Canadian or Australian one converts without a test, and most others mean the Greek exam. Procedures, fees and offices as published in October 2026, checked against the Greek procedure register, the Road Traffic Code (law 5209/2025), the Region of Crete and official UK, US and EU pages.

I am not a lawyer, and this is not legal advice. Regional offices read the same rules slightly differently, so confirm your case with the directorate before you post anything abroad.

The licence swap in one minute. EU/EEA licence: no exchange needed; you swap it (€30) when it must be renewed, replaced or is an old paper model, which has to go by 2033. UK, USA, Canada, Australia, Japan, South Africa, South Korea: converted without a test after six months’ usual residence, proof of residence dated at least 185 days back, two medical certificates, €108 for a car licence, about 45 days, foreign licence surrendered. UK conversion is listed for Withdrawal Agreement beneficiaries — post-2020 arrivals must ask. Switzerland, Serbia, Albania, the UAE, Moldova, Georgia: their own conversion procedures. Any other country: once resident, the Greek theory and practical tests. Where: the Region of Crete’s transport directorate in Heraklion, Chania, Rethymno or Agios Nikolaos, or a KEP from August 2026.

Why a resident’s licence is a different question

The visitor’s guide to licences and car hire covers what someone on holiday needs. Residence changes the frame. The Greek Road Traffic Code, law 5209/2025, article 98, accepts foreign licences and international permits from people who are not normally resident in Greece. Once you live here, only specific rules remain: EU licences, a handful of countries named in the code, and nothing for the rest.

And the issuing country will usually not renew it once your address is in Crete, so the question is how much warning you give yourself.

EU and EEA licences: swap when it matters, not on arrival

The European Commission is plain: someone who moves to another EU country does not usually have to exchange their licence. A German, Dutch or Irish photocard licence keeps working in Crete until it runs out. What changes is renewal, which is done by the country of usual residence, so an EU licence that expires while you live here is renewed by exchanging it for a Greek one. The same applies when it is lost, stolen or damaged, and to old paper licences, which the EU requires to be replaced by 2033.

The Greek procedure is the lightest of the three: proof of usual residence issued at least 185 days earlier (an EU registration certificate or a permit), your licence, a photo, a specialist doctor’s medical certificate, a solemn declaration and a €30 fee paid as an e-paravolo, the Greek electronic fee slip. Allow about 45 days, most of them taken by the check through the EU’s shared licence network.

UK licences: what the Greek code says, and what London says

The two governments’ wording differs. The Road Traffic Code accepts a valid UK licence for cars and motorcycles “during their stay in Greece” — unlike most foreign licences, with no non-residence condition and no period attached. The UK Government’s Living in Greece page, updated in March 2026, says you can drive on it for up to six months and should exchange it after six months of residence. The same page adds the decisive line: a UK licence cannot be renewed or replaced while you live in Greece. Every resident with a UK licence ends up exchanging it.

The conversion itself has no training or tests: six months’ residence, proof of it dated at least 185 days back, a copy of the licence, a photo, two medical certificates no older than six months, and fees of €60, €30 and €18 for a car licence. The directorate confirms the licence with the UK authority by e-mail, and you hand the UK card over when you collect the Greek one. Provisional licences cannot be converted.

The point to check first: the Greek procedure page lists being a beneficiary of the Withdrawal Agreement as a condition, and that status belongs to Britons who moved to Greece before 1 January 2021. Someone who moved later, as any UK buyer arriving now does, should put the question to the directorate in writing first. The fallback, if the answer is no, is the Greek test.

US, Canadian and Australian licences

These convert too, without a test, through a separate procedure that also covers Japan, South Africa and South Korea: six months of usual residence, proof dated at least 185 days earlier, the licence, an official translation, a photo, at least two medical certificates and the same €108 for a car licence. The slow part is one document: a certificate from the authority that issued the licence, confirming it is not withdrawn, which the Greek embassy in Washington says is sent only by correspondence through the Greek consulate. Start it early. The guide for American buyers covers the rest of the paper trail.

The Road Traffic Code lets US, Canadian and Australian licence holders drive on them during their stay in Greece, with no time limit. A state licence that must be renewed from a US address is what ends that.

Everyone else: the Greek test

Switzerland, Serbia, Albania, the UAE, Moldova and Georgia have their own conversion procedures, added to the list citizens’ service centres can handle in June 2026. For licences from any other country, residence ends the cover: the code accepts them, and international permits, only from non-residents. The route is a Greek licence from the start: at least six months’ residence, a theory test and a practical test. Anyone coming on the permits for non-EU citizens from such a country should budget months, not weeks.

Filing it in Crete

Licences are issued by the Region of Crete’s Directorate of Transport and Communications for the regional unit where you live, with offices in Heraklion (Archiepiskopou Makariou 17), Chania (Nerokourou 30), Rethymno (Dimokratias 32) and Agios Nikolaos (Terma Polytechniou). The Region’s site offers online booking for Heraklion only. Joint ministerial decision 82790/2026, published on 8 June 2026 and in force two months later, also lets you file EU exchanges and the UK, US, Canadian and Australian conversions at a KEP, the citizens’ service centres in every town.

Everything starts with a Greek tax number, because the e-paravolo and gov.gr’s driver services run on it, so the AFM comes first. The medical certificates, recorded digitally, come from the specialties listed in presidential decree 51/2012, an ophthalmologist among them; ask the directorate which it wants before booking, and budget a doctor’s fee on top of the state fees. A Greek licence issued this way is valid for 15 years for cars.

The honest downside

The official sources disagree. The Greek code and the UK Government give different answers on how long a UK licence is valid for a resident; the Greek procedure page ties UK conversion to Withdrawal Agreement status without saying what happens to later arrivals; and the register contradicts itself on whether the service is digital. The 45 days are an estimate, and the US route depends on a foreign motor-vehicle office answering a Greek consulate’s letter, which no one in Crete can speed up.

Disclosure: Honest Crete does not sell or list property. Enquiries sent from this section go to a licensed estate agent, not to us; the full statement is below. Nothing in this article names a driving school, translator, doctor or any other professional, and it never will.

Worth it if you have lived in Crete for six months or more, hold a UK or North American licence, or have an EU licence that expires in the next year: the swap costs €30–108 and is far easier before the old card runs out. Skip it if you hold a valid EU photocard licence with years to run and nothing has happened to it — EU rules do not usually require an exchange.

Quick answers
Do I have to exchange my EU driving licence if I move to Crete?

No, an EU or EEA driving licence does not usually have to be exchanged when its holder moves to Greece, according to the European Commission. The Greek licence becomes necessary when the EU licence is lost, stolen, damaged or due for renewal, because renewal is done by the country where you live. Exchanging voluntarily costs €30 at the regional transport directorate.

Can I swap a UK driving licence for a Greek one without a test?

Greece converts UK driving licences into Greek ones without training or tests for holders who have lived in Greece for at least six months, at a cost of €108 for a car licence. The official Greek procedure page lists the procedure for beneficiaries of the UK–EU Withdrawal Agreement, so someone who moved to Crete after 2020 should ask the regional transport directorate in writing whether they qualify before relying on it.

Can I drive in Greece on my UK licence if I live in Crete?

The Greek Road Traffic Code, law 5209/2025, accepts a valid UK licence for cars and motorcycles during the holder's stay in Greece, without the non-residence condition it sets for most foreign licences, and states no time limit. The UK Government's own guidance says six months and advises exchanging after that. A UK licence also cannot be renewed from a Greek address, so it has to be exchanged before it expires in any case.

Can an American exchange a US driving licence in Greece?

Yes. Licences from the USA, Canada, Australia, Japan, South Africa and South Korea are converted into Greek licences once the holder has lived in Greece for six months, with no test listed. The application needs a certificate from the issuing authority, sent through a Greek consulate, confirming the licence is not withdrawn, plus an official translation and two medical certificates.

What if my driving licence is from a country Greece does not convert?

A licence from a country without a conversion procedure stops covering its holder once they are normally resident in Greece, because the Greek Road Traffic Code accepts such licences and international permits only from non-residents. The route then is a Greek licence from scratch: residence of at least six months, a theory test and a practical test.

Where do I exchange a driving licence in Crete?

At the Region of Crete's Directorate of Transport and Communications for the regional unit you live in, with offices in Heraklion, Chania, Rethymno and Agios Nikolaos. The Region's website offers online appointments for Heraklion only. From August 2026 the exchange can also be filed at a citizens' service centre (KEP), under a ministerial decision published in June 2026.
