Buying property Process

After the contract: the first month as a Crete owner, from the Cadastre certificate to the meters, the E9 and the policy

The deed is the start of the paperwork, not the end of it. Who files the registration and what proves it, why the E9 may already be done, when the first ENFIA falls, how electricity and water move into your name, why the policy should start on the day of signing, and what a plot, a tenant, a short let or a complex adds, as checked in October 2026.

Honest Crete doesn't sell property. Enquiries from this section go to a licensed estate agent, not to us. Full disclosure.

The deed feels like the end, and the month after it is where a house in Crete either settles into a routine or starts collecting problems. Most of what follows the signature in the buying process is filed by the notary or created automatically. The part that is yours is short, and it is mostly about names: yours on the Cadastre’s record, the tax register, the electricity and water accounts, the insurance policy and, where there is one, the tenant’s lease. As checked in October 2026 against the Cadastre’s service pages, AADE, the Local Government Code (law 5314/2026), the 2026 plot-clearing decision and the utilities.

I am not a lawyer or an accountant, and this is not legal or tax advice. The notary and your accountant should confirm what has been filed in your name and what is still yours to do.

The first month in one minute. The deed is filed with the Cadastre electronically; the fee must be paid within three working days or the application is rejected, and a PDF certificate of registration follows. A purchase declared through myPROPERTY creates your E9 automatically; correct it by 31 January if it is wrong. ENFIA falls on what you own on 1 January, so your first bill is next year’s. Electricity moves into your name through the supplier, with ID, tax number and the supply number; Heraklion’s water utility wants the title deed. On the bill, the ΤΑΠ ends on 31 December 2026 and the Local Development Fee of 0.30–0.70‰ starts on 1 January 2027. Insure from the day of signing: the ENFIA discount needs at least three months of cover in the year. A plot covered by the fire rules must be cleared by 15 June, a tenant’s lease of certain date binds you, and a short let needs your own registry number.

The registration, and the paper that proves it

Signing is not the same as being on the record. Where the Cadastre operates, the deed has to be registered, and the Cadastre’s service page says the application can be filed electronically by the notary who drew up the deed, by one of the parties or by a lawyer they authorise. The fee must be paid within three working days of the notice, or the application is rejected. When the legal check is complete, a certificate of registration is issued as a PDF.

Ask the notary for that certificate and check your name, your share and the KAEK on it. Where the Cadastre is not yet operating, the deed goes to the old registry instead; which system applies to your plot, and what registration costs, is in the Cadastre and the KAEK.

The E9 and the first ENFIA

The property declaration, form E9, may already be done. Since 7 July 2023, a transfer declared through the tax authority’s myPROPERTY system creates the E9 entry automatically, and it is deemed definitively submitted. If it does not match the deed, file an amending E9 by 31 January of the following year. AADE’s English page still gives 31 March; article 23 of law 3427/2005 gives 31 January, so work to the earlier date.

ENFIA, the annual property tax, falls on what you own on 1 January, so this year’s bill stays the seller’s and your first is next year’s. How the bill is built is in how ENFIA is calculated.

Electricity, water and the fees on the bill

An existing electricity supply moves into your name through an electricity supplier, not through HEDNO, the grid operator. One consumer guide lists an identity document, your tax number, the supply number from an earlier bill and the meter reading on the day; it puts the change at a few working days, sometimes with a refundable deposit. Photograph the meter the day you take the keys. A never-connected house is another process: see new electricity and water connections.

Water belongs to the municipal utility, and each keeps its own list. Heraklion’s says that any change in the owner’s details is made on production of the title deed.

The electricity bill also carries municipal charges. The property duty (ΤΑΠ) runs until 31 December 2026; from 1 January 2027, article 448 of law 5314/2026 imposes the Local Development Fee, charged on bills for consumption periods starting from that date. Under article 393, each municipal council sets its rate between 0.30‰ and 0.70‰ of a value built from floor area, zone price and age.

Insurance from the day of signing

Insure on the day of the deed, for a tax reason as well as the obvious one: under article 3 §7Ζ of the ENFIA law, law 4223/2013, a home insured against earthquake, fire and flood for its full rebuild cost gets 20% off the next year’s ENFIA where its taxable value is up to €500,000, and 10% above that. Cover must have run at least three months of the year, and anything under a full year counts pro rata, so a house bought in the last three months of a year earns little or nothing on the next bill. It is claimed on myPROPERTY in a short window that closed on 16 February in 2026; the owner’s yearly calendar keeps the dates.

If the house comes with land, a tenant or a short let

Land. If the plot is inside a town plan or a settlement, within 100 metres of one, or outside the plan with a building on it, decision ΥΠ/1157/2026 applies: clear it between 1 April and 15 June, declare it online and keep it clear to 31 October. An uncleared plot costs €1 per square metre, at least €200 and at most €2,000. If you bought in autumn, your first deadline is next June; how owners abroad manage it is in managing a Crete home from abroad.

A tenant. Under article 614 of the Civil Code, a lease proved by a document of certain date passes to the buyer, who steps into the landlord’s rights and obligations. AADE’s guidance is that the new landlord files a new lease declaration in TAXISnet, citing the original lease in the comments.

A short let. The registry number (ΑΜΑ) belongs to whoever manages the let, and owners obtain one by registering the property’s ATAK number. AADE’s guidance has a manager who stops letting discontinue the property’s registration but does not spell out a sale, so ask the seller to deactivate theirs and register your own before any listing.

In a complex: the manager and the regulation

In a block or a complex, give the building manager your details and arrange the common charges, and ask for the regulation and last year’s accounts. Under article 13 of law 3741/1929, the agreement that sets the owners’ rights is a notarial deed entered in the registry, and the restrictions it places on ownership have the character of a servitude: they come with the flat, read or not.

The honest downside

Nobody tells you when the month is over. The Cadastre’s certificate arrives when the legal check ends, with no published deadline, and the automatic E9 counts as filed even when it is wrong. The electricity transfer depends on a private supplier, each water utility keeps its own list, and the municipal fee changes on 1 January 2027 at a rate your town hall is still setting. A tenant and a short let each bring a filing that nobody files for you, and almost all of it arrives by email, in Greek.

Disclosure: Honest Crete does not sell or list property. Enquiries sent from this section go to a licensed estate agent, not to us; the full statement is below. Nothing in this article names a notary, a lawyer, an accountant, an electricity supplier, an insurer or any other business; the Cadastre, AADE, the municipalities and their water utilities are named as the public institutions they are, and HEDNO as the regulated grid operator.

Worth it if you treat the month after the deed as a checklist: the registration certificate, a correct E9, the meters in your name, a policy from the day of signing, and the plot’s, the tenant’s or the short let’s paperwork where they apply. Skip it if your lawyer or accountant has agreed in writing to handle every item; then ask only for the proofs: the certificate, the E9 and the first bills in your name.

Quick answers
Who registers a property purchase with the Greek Cadastre?

The Hellenic Cadastre's service page says the registration application can be filed electronically by the notary who drew up the deed, by one of the parties, or by a lawyer with their authorisation. The fee must be paid within three working days of the fee notice, or the application is rejected. Once the legal check is complete, a certificate of registration is issued as a PDF.

Do I need to file an E9 after buying a house in Greece?

Usually not by hand. Since July 2023, a transfer declared through AADE's myPROPERTY system creates the buyer's E9 entry automatically, and it counts as submitted. If the automatic E9 does not match the deed, the owner files an amending declaration by 31 January of the following year.

When do I start paying ENFIA after buying a property in Greece?

ENFIA is calculated on the property owned on 1 January of each year, so a buyer pays from the first 1 January after the purchase. A house bought in 2026 stays on the seller's ENFIA for 2026 and is taxed to the buyer from 2027. Insuring the home from the day of purchase can earn a discount on that first bill.

How do I put the electricity in my name after buying a house in Crete?

An existing electricity supply is transferred through the electricity supplier you choose, not through HEDNO, the grid operator. Expect to give an identity document, your Greek tax number, the supply number from an earlier bill and the meter reading on the day of handover. A consumer guide puts the change at a few working days, sometimes with a refundable deposit.

What happens to the tenant when I buy a rented property in Greece?

Under article 614 of the Greek Civil Code, a lease proved by a document of certain date passes to the new owner, who takes over the landlord's rights and obligations. AADE's guidance is that the new landlord files a new lease declaration in TAXISnet, citing the original lease in the comments.

When should I insure a house I have just bought in Greece?

On the day of the deed. Under article 3 §7Ζ of law 4223/2013, a home insured against earthquake, fire and flood for its full rebuild cost earns 20% off the following year's ENFIA up to a taxable value of €500,000, but the cover must have run at least three months of that year, and anything under a full year counts pro rata. A house bought in the last three months of a year earns little or nothing on the next bill.
